You make a Google Ads conversion tag in the Google ad account and place that tag on your site. If you plan to place tons of tags on your site. Then you can add a piece of code from Google Tag Manager on your site, and then add all your conversion tags to Google Tag Manager. This will mean less code on your site, which should make it run faster. You should also set up conversion tracking in Google Analytics, that way you can see what people do outside of ads on your site. Linking account doesn't set up conversions tracking, linking just means data flows from one to the other. e.g. you can link Google ads and Google Search console together but that won't do anything for conversion tracking.
