Depends on where you live. Garden centers usually start getting their new product a few weeks before your last frost date with stuff that is frost tolerant or easy to protect. Once past last frost date they fully stock up on spring flowering stuff and annuals. Summer and fall flowering plants are typically stocked in summer and fall. To get a good variety of plants that flower throughout the year (assuming you are looking for that) you need to browse for plants in every season as garden centers stock a lot of plants only during their flowering season when they look best so they are easier to sell.
