I currently work in a SAFe shop and I see both. I see good teams doing well, and I see some utter buffoonery. Here's the thing, though. "Agile" is not a boolean. "Agile" is a float. It's not binary; it's a continuum. You aren't either "Agile" or "Not Agile." Maybe more or less agile than someone else. Or more or less agile than you were 6 months ago. But what improves or detracts from this is intensely contextual. What works for one organization doesn't necessarily work for another. There's a lot about SAFe that irritates me. Everyone in my company hates PI planning. But initially when we started, PI Planning was actually a good thing. Because it forced some mediocre teams to realize they didn't even know what their dependencies were. Dragging SAFe is basically the equivalent of dragging Planet Fitness. Yes, there are better gyms out there if you're seriously trying to get really, really in shape. And yeah, it's kind of silly to have pizza and donuts at the counter, and kick people out for straining under a barbell. But if it gets a fat person off the couch and trying to improve their health before they end up hypertensive and diabetic, that's not necessarily a bad thing, either. This whole "LOL SAFe isn't Agile" crap is similar. No, if you're a bodybuilder, a football player, or an elite cyclist or marathoner, Planet Fitness isn't for you. But everyone has to start somewhere. If one of those elite athletes went out of their way to drag some poor schlub who could barely bench the bar, but was trying to get better, they'd be assholes. And the same with folks who are dragging SAFe shops as far as agility goes. You have to start somewhere, and for a lot of companies, SAFe is training wheels Agile. But we all started out as kids riding bikes with training wheels.
