Yes Business Premium licenses covers you from Azure virtual desktop licensing perspective :

License entitlement required for AVD :

Microsoft 365 E3, E5, A3, A5, F3, Business Premium, Student Use Benefit

Windows Enterprise E3, E5

Windows VDA E3, E5

Windows Education A3, A5

Still you need to pay for the infrastructure provisioned for AVD. You can check the cost on below link.

If you are looking at the below highlighted Azure Virtual Desktop under Microsoft 365 Business Premium plan, it means that you can license your azure virtual desktops using Microsoft 365 Business Premium account, but still you would need an azure subscription seperately in order to create the AVDs. By using a Microsoft 365 Business Premium license, you can apply Windows 10/11 licenses with multi-tenant hosting rights. Choosing the "Bring Your Own License" (BYOL) option for your VM reduces costs by eliminating the Windows OS license fee, though the base compute cost remains.

The discount is applied automatically when you click on the BYOL checkbox and confirm that you have an eligible Windows license.

The discount applies only if the user with the Microsoft 365 Business Premium license logs into the VM using their Microsoft Entra ID credentials.

It is not possible to verify without internet connectivity, and you will be charged the full price for both the VM and the OS license.
