I’m doing a data transfer at work today and I have to bypass the create you’re account on windows and I can’t seem to run oobe\bypassnro, it’s comes back saying “not recognized externally or internally”

More specifically “ ‘oobe\ is not recognized as an internal or external command”

Since according to AveYo (thanks for this) this is only temporarily integrated into Windows 11 by Microsoft, one can assume that this command will not work for much longer. I truly hope it remains.

Then you can reactivate the Internet connection and add a password to the account, as well as make all other settings.

Alternative Workaround that should remain feasible, more trouble than the simple above command:

If the Internet is disabled, you start the reinstallation of Windows 11. You get to the window: "Unfortunately you have lost the Internet connection". From here it starts. Replace "User Name" with whatever you wish to use for the account:

Press Shift + F10. The command prompt opens

net.exe user "User Name" /add

net.exe localgroup "Administrators" "User Name" /add

cd OOBE

msoobe.exe && shutdown.exe -r

Windows will now restart and start with the other settings until Windows 11 is installed correctly with a local account.

When logging in, "The user name or password is incorrect" now appears.

Simply press OK and select the right account at the bottom left of screen. You should have one for Administrator and one for whatever name you used as "User Name" above.

Lets hope the simple oobe\bypassnro stays, as I have used both methods, and the first is by far the easiest.

you could also use start ms-cxh:localonly or start ms-cxh://setaddlocalonly Edit: It seems like ms disabled the known ways in the new dev builds, right now you could either use rufus, or this method: Disable internet reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /f shutdown /r /t 0 and after that it should either work or work with oobe\bypassnro Edit2: An other way that still seems to work is the one from op (tested, thanks to GreepTheSheep on Twitter ) open CMD as usual net user "%Username%" /add (%Username% for your wanted user) net localgroup "Administrators" "%Username%" /add cd OOBE msoobe && shutdown -r That should create a local user with the username you want in the admin group, without needing an ms account. April 13, 2023 - The only way around was by disconnecting from the network, press Shift + F10 and then entering the command oobe\bypassnro. No idea if MS plans to get rid of that option too. Still worked for now. I hope that installing without internet option will remain available.

Disabling wireless (setting Airplane Mode) did not work: the OOBE process would not continue if wireless was disabled. After re-enabling wireless, we were offered no way in the GUI to decline proceeding without setting up a Microsoft Account. It merely showed a list of available wireless networks and asked that we select one. However, the Shift+F10 and OOBE\BYPASSNRO method did do the trick and after a reboot we were allowed to continue with a local account.

The reason being that MS want to then force you to use a Microsoft account to set up the PC. There is a way to bypass the internet requirement though and set up with a local account instead.

Latest and fastest way I found to bypass Windows 11 OOBE, no need to run ipconfig /release or setup a Microsoft account.

EDIT:

Even with the latest Windows 11 updates THIS METHOD IS STILL THE BEST!!

Use a command prompt to create a local account during OOBE and then skip it completely:

  1. SHIFT + F10 (or SHIFT + FN + F10 on some Dell PC's)

  2. net.exe user 'username' 'password' /add *I recommend entering a password but it is optional*

  3. net.exe localgroup Administrators 'username' /add

  4. cd oobe

  5. msoobe.exe && shutdown.exe -r
