I don't know if this is related to your problem. But something similar was happening where I work, and it was due to the pbix being stored on one drive since it was where our "local" file was located. For some reason one drive was requiring constant credentialing. The solution was to disable one of the powerbi preview features involving one drive. That's correct, you can only use a school or work account to sign up - which i think is dumb. You can use the school account to sign up or you can skip the sign in/up bit on Desktop & use it but you won't have access to Service(Online). Either way, you'll still have access to your .PBIX files regardless of the account you use(or not). More on reddit.com

yes, you can. download PBI desktop. crease some CSV or excel files with a bunch of data, and play with it. Publishing it is something else, but you can practice

I do Power Bi development for my IT Department and our environment is a Microsoft GCC one.
Every time I open a pbi report on my desktop it asks me to login with either a Microsoft account or work/school account? I’ll have to type in my account info and after multiple times it’ll take it and I can start working, but it’s annoying, anyone else experience or know something about this?

Is your user account group policy not allowing saved credentials in Windows, or something similar? If it is not, then your company's security rules override the annoyance. if it is allowing saved credentials, then there's something happening to that I have not experienced.
