To me "formal" typically indicates dark colors and heavy fabrics. Summer formal says "lighten up" to me. Men can wear a lighter colored suit, or skip some of the vest/cumberbund/other items in the name of staying cool. Dresses can be a little shorter (no shorter than knee length, and even that's pushing it!) And lighter or more brightly colored as long as they are still high end. Wedges are fine, a high end sandal is fine.
Level of formality appropriate for "summer formal" wedding this weekend?
This technically meets the dress code… but the pattern and colors seem kind of informal and if people are wearing gowns you might feel like you are wearing a pumpkin patch photoshoot dress. The solid navy version should serve the dress code better. More on reddit.com

Ok so you're running into some ambiguous dress codes here. Cocktail USED to mean evening wear one step below a tuxedo (dark, simple suits.) Like you were going to after-dinner cocktails. In recent years it has come to mean "less formal, light colors acceptable, but still be dressed up." You could wear a sport coat to the current iteration of "cocktail" and be ok but I would ask the host. Summer formal doesn't really mean anything. Formal means white tie or morning dress depending on time of day. It's extremely unlikely that this is what they expect. I'm assuming what they mean is that light colored and non-wool suits are acceptable. Again, I would ask them. More on reddit.com
