You can't sign up for a new Target card if you already have that Target card. So if you already have a TGT Debit Card, you can't sign up for a TGT Debit Card. Same vice versa, can't apply for a TGT Credit Card if you already have a TGT Credit Card/TGT Mastercard. However, you can apply for the opposite one you don't have. If you have the Target App, you should be able to link your Target Card there and pay with that. When it expires, editing the expiration date in the app usually fixes it no problem. Otherwise, if your Target Card is expired, try waiting for the new one to come in the mail. It's supposed to arrive a while before the old one expires. You said you tried calling the phone number, but they wouldn't help you without the card number. Do you no longer have your old Target Card? You can always log on to rcam.target.com and request a new Target Card be sent to you if you no longer possess your Target Card and the new one to replace your expired one never arrived.
