edit- in particular I am curious if anybody knows why this footage came out a year or so after the fact - or did it actually come out previously and it is just being spread now.

Answer: Some with similar angles have been available that can provide additional information: https://www.youtube.com/watch?v=LAk6dXEzIUo In this video, we see several photographers move from the left to the other side of the podium before the man in the blue suit moves off to the left and we see what he is doing after he is off screen in the video that was allegedly hidden. Since other photographers had already moved and he doesn't seem to be interacting significantly with the photographers he is near, the claims of the newer video appear to be faulty assumptions. As for the flag supposedly being lowered, watch the amount of the front of the stage appears in the video. The camera view moves up a bit. When it moves back to showing more of the stage, the flag is again nearly completely out of view, so I'm not convinced by this video alone that it was deliberately lowered. Most of the other videos focus in on Trump at that point, so it's difficult to find more videos that can confirm or deny the allegation that the flag moves. The famous photo was taken from a low angle, so would naturally include more of what's higher in the background whereas a lot of the videos were taken from a press stand behind the audience that was more level with the stage. I don't know if the particular video in question has or has not been available this whole time. I have only encountered it second-hand and recently like the social media posts you shared and some similar Instagram posts. I'm fairly certain that the people making claims about what it seems to show did not try to compare it to other videos that could deny or verify the assumptions made.

Answer: Some are saying the video is proof that the assassination attempt on Trump was staged. A staffer went to gather photographers, and the American flag is lowered to be in the shot. Here's the thing that bugged me about the new footage. It stated that moments after Trump was shot, the staffer gathered photographers as he was ready for it. But look at the full video posted below. It was around a minute, not a few moments, when they were able to position the photographers and the flag.
