To upscale your HD sequence to 4K, nest your HD sequence in a 4K timeline in Premiere. Then, send the nest to After Effects for further adjustments if needed.

Thank you so much, I'll try that. Also, when I move the nested sequence to the 4K timeline, it says that the clip does dot match the sequence settings, and asks whether to change settings or keep them as is. I'm guessing I should select keep them as is.

Hey evryone, i want to upscale my video recorded using obs in premiere pro from 1080 to 1440p, the base recording is at 25000kbs using amd hardware encoeinf h265.
Will upscaling my video reduces the quality ?
Should i make the exporting bitrate in premiere pro higher since the resolution is higer ?

You need to dub OBS footage to intermediate (ProRes 4:2:2 , ProRes LT , DNxHD ) or risk your Premiere project crapping out because of OBS's VFR encoding issue. You can upscale while dubbing to intermediate with Shutter Encoder . Free/Donate download & simple to use.
