My son saw a car 100% lit up like a christmas tree on the highway. All the lights seemed to be on the outside. It was nighttime and looked amazing. But, I think it's illegal to have "extraneous" exterior or interior lights turned on while driving, although it may be state specific. Not that I think cops would bother to ticket you, but this car my son saw did cause him to take a photo while driving! I'd check your state laws first, just so you have an idea.
