Hey guys, my kids are in my Apple Family, and in settings I’ve made sure that they have Apple Cash enabled. I thought this allowed them to purchase apps etc from their Apple Cash balance rather than use the default card on file (my credit card). But when my daughter tries, it still sends me a verification code to give her and charges my card. Was I dreaming when I thought this was a feature in ios13?

This can happen if the minor has previously created an Apple Cash account but was unable to verify it due to not meeting the age requirements. The account does not show up because it is not active, it cannot be enabled because they do not meet the age requirement, and yet it prevents them from having an Apple Cash Family card created on their behalf.
To resolve this issue, you can call Apple Pay support at (877) 233-8552. Once they verify the minor's identity, they will be able to close the empty account so that you can create a new one.
Hoping this helps someone else, I went through this with my son and was on the phone between Apple and Green Dot support for about four hours. But we finally figured it out.
What the Green Dot support person finally had me do was sign up for Apple Cash on my son‘s device using my information. It did give me an error at the end, saying Apple Cash was already set up for my account, but what that did was create an account in the Green Dot system under my son‘s name and email, which they were then able to delete, and I was able to set up Apple Cash for him on my device after that just fine.
My son is 11 and has his own bank that supports Apple Pay. However his apple account wont let him use the wallet for a debit or credit card.
I have considered speaking to support and increasing his age to 13 to get around this. Though my understanding is that this will also class him as an 'adult' in Apples eyes and no longer allow me to restrict his screen time and associated age restricted apps etc.
Is there a way round this? it seems a little bonkers.
