It means "is 7 o'clock good for you?" as in "does it accommodate your schedule?". The expression translates literally as "does 7 o'clock go well with you?". It may not make much sense in English but hopefully you can get the gist of how the expression works in Spanish (it's very common). The article is needed because that's how we say the time in Spanish, e.g. "it's three (o'clock)" = son las tres (en punto). Note how it's plural, except when it's one o'clock, e.g. es la una de la tarde ("it's 1 pm"). More on reddit.com

Cause informal seems way more practical than having to subtract in the formal variation Normally, that's the most common way to say it and it doesn't have to do with formality. The substraction is rarely (if ever) used by Mexicans. We only express how long until the next hour comes but this usually happens after the 35 minute mark every five minutes for easier maths.
