Can someone tell me Arrondissement numbers definitely to be avoided while visiting Paris from safety pov ?
If you go near Moulin Rouge, do not cross the road or you might end up on the dangerous 18th, instead of safe 9th. Some tourists even reported weird people painting portraits of them there. More on reddit.com

Picking an arrondissement is so hard!
Paris is quite compact and anywhere in the 1-6 arrondissements will be hyper central and close to one another. That being said, I’d lean towards the 6th over the 1st/2nd given your criteria, because of proximity to Luxembourg Garden, which I prefer to Tuileries and other parks in the 1st/2nd. That being said the 1st/2nd has slightly better access to the main tourist attractions, and metro line 1 gets you to a lot of the places you’ll wanna see also. I’d also consider the 4th, but I’m biased because I live here. More on reddit.com
