Originally made this list as a reply to someone wondering about mods but I thought I may as well edit it a bit and spread the love here as well!
Of course these are just the best and most needed in my opinion, and this list was made based on mods I have that I felt made the game less gruelling and just more enjoyable over all.
This is by no means a complete list of all the must have mods so Here's a link to Nexus showing the most popular of all time
Disclaimer: If you are totally new to the game, I would highly recommend playing the game for a week or two (or at least 5 hours total) before adding any^ mods. Then starting a new game with mods. This way you can get a feel for the game, maybe find some more mods you want that might require a new game to function, and most importantly so you can really see what a difference all the mods make.
I played for quite a long time without even thinking to look up mods, and once I added them it made the game literally 50x more enjoyable in comparison. (^Though if you're getting poor frame rates you could definitely get 1 & 2 on this list)

1.) MSC Loader

-This adds a mod loader that checks for updates for all your mods and makes it super easy to enable\disable all mods, as well as change their settings.
2.) Modern Optimization Plugin

-The game is very poorly optimized and this boosts fps like crazy, I went from ~20-30 fps to about 60
3.) Engine Info

-This give you a button that tells you all the info about the wear on parts, and a bunch of other helpful info that makes building/fixing the satsuma so much less grueling and overall more enjoyable to work on
4.) Athlons Tweaks Pack

-Fixes/Adds a bunch of little quality of life mods that just make things more enjoyable in general
5.) Call your cousin

-This adds the option to call "your cousin" from home or from a payphone outside of the main town shop. He'll drive you to the store from home, or to home from the store. This way if you get stranded around one place or the other, you can always get yourself where you need to be (also you can have him stop the car at any time so you can get a ride to places on the way as well)
6.) Toiveradio Enhanced

-You spend a lot of time driving, and having your own music to jam to makes it so much more enjoyable. This allows you to add mp3 files to listen to on the radio. Much better than the default way of having to convert to .ogg files and name them certain things. With this you just drag in mp3 files and they'll play on a certain radio station
7.) Noclip

-Alows you to fly around like in like a spectator type mode. Definitely is "cheating" but sometimes you just have to cheat in MSC. Especially if you're someone who doesn't get a ton of game time and you don't want to spend your only hour walking home because you crashed your car in the first two minutes
8.) Show Bolt Sizes

-When holding a wrench/ratchet and you look at a bolt, it will help you figure out which bolt size the bolt actually is. I would recommend option 2 as it doesn't feel like cheating and is the most realistic
Noteable others:
-MSC Editor (an external program that gives you full control of editing things. Lost your bumper somewhere? Spawn it at your house. Feel like you deserve that upgrade you just can't quite afford yet? Give yourself a couple hundred dollars)
-Fishing Mod (adds a fishing rod and other fishing mechanics, as well as a way to sell your fish. And it's free food!)
-Tangerine FZ-120 Pickup (new vehicle added. Very helpful way to get a car in the early game; though you have to work for it so it doesn't feel like cheating)
-Bad Look Hood (new hood for satsuma that looks cool and has no bolts, making it easier to work on the engine)
-Chase Camera (3rd person view for vehicles, it's nice to get a different view sometimes)
-Disable Rusko Horn (must have if you plan on stealing the Rusko car)
There's a ton of others that I have too but these are definitely the major ones that I've used that make the game much more enjoyable and less grueling over all.
Disclaimer Two: If you use any of these be sure to read the descriptions. I downloaded all these about 2 months ago so they probably are all still the best versions but it's possible that a creator has moved updates to a new website, or new updates are conflicting with other mods and things like that. Plus some of them have specific instructions on how they work.

I'm browsing Nexusmods to tweak the game for a playthrough after a long time and I see that MOP was last updated last year. I also heard there are some issues caused by it lately.
Also, backpack mod is dead. RIP.
Hey! Good morning, good afternoon or good evening depending on where you're reading this post. Well, I'm planning to start a new savegame now that I'm going to play again, but I'm not sure which mods I should download. I have Modloader Pro installed.
Which mods should I download? And which website do you recommend I download mods from? Is there any other than Nexus or RaceDepartament?
