BUT....what worked for me was to make a purchase through the Play Store and when it asks for your payment method you can hit "new payment method" and add it that way. Then if you go into your Google Account it should show as one of your payment methods and you can link it to Google Pay.

If the country you're living in is eligible, you need to go through the PayPal app. You'll find an option to install/activate Google Pay in the settings. This generates a virtual credit card that you then can add to Google Pay.

I have money on paypal account. I even connected the account to the bank additionally.
But it seems when I click "add payment method" in google Play, it asks me for Card data.
It refuses to pay with the paypal balance i have if I dont have a bank card added.
Anyone knows if its possible to do this somehow?

You can't link it using the Play Store app. To add PayPal, copy and paste play.google.com/store/account into the address bar of a web browser (like Chrome or Safari) and select "Add a new payment method." Do you see an ‘Add PayPal’ option? If yes, click it and add your PayPal email address and agree to terms. If it asks for a card, that’s because it is trying to set up an automatic payment profile in your PayPal account to streamline future checkouts which requires a card as back up but will use your PayPal balance first.
