To add your PayPal account through the Google Pay app, log in to Google Pay, tap the icon to add a new payment method, and follow the onscreen instructions.

BUT....what worked for me was to make a purchase through the Play Store and when it asks for your payment method you can hit "new payment method" and add it that way. Then if you go into your Google Account it should show as one of your payment methods and you can link it to Google Pay.

Important: If you have PayPal Security Key turned on, you have to add PayPal to your Google Play account using a computer or mobile web browser. You can't link it using the Play Store app. To add PayPal, select "Add a payment method" under your payment methods in Google Play.
