Most windows key sellers provide OEM keys which essentially means you can only apply this license when setting up a FRESH windows installation via a USB. Honestly, I would skip the local PC shops. A lot of them use KMS or other activator scripts that end up deactivating after a few months anyway, or they might even inject malware on your new laptop. Before you actually spend any money, you should check out the r/MicrosoftProducts subreddit. They are currently running a daily giveaway for genuine Windows and Office keys. It is definitely worth dropping a quick comment there to see if you can just win one for free first! If you don't end up winning and just need to buy one, check out the Wiki page on that same subreddit. They recommend a vetted, official Microsoft Certified Partner that sells permanent keys at a super affordable price.
