I saw a YouTube video about the 7800x3d skyrocketing in price, but everyone in the comments was saying it was the best cpu for gaming out there, even better than a ryzen 9 7950x3d, could someone explain if it's just insane value or if it's actually better?

The original 8086 CPU was around 1 to 2 MHz in speed. Because at that day in age the RAM operated faster than the CPU, the CPU directly accessed RAM for everything. Then, came the era of the 80486 series CPU. The 486 was the first introduction of pipeline staging to the x86 family of CPUs, and Intel and CPU makers discovered that this CPU was up against the RAM in access speed. For the (586) Pentium series, pipeline staging was further improved, and cache banks were introduced on the motherboard to swap pages of RAM into the faster to access cache banks. It still takes time for a page/block of RAM data to swap between the cache bank and RAM, but the cache kept up better with the CPU. Pentium II and equivalent AMD CPUs moved to CPU boards to integrate the cache to the CPU, as CPUs further outpaced the RAM. Fast forward to today, most of what RAM does is move blocks of data into cache, and the CPU operates from the cache. If the needed data is not in cache, the task/thread is suspended until the needed page is swapped into cache. The modern CPU has a lot of number crunching power, but it typically runs out of work before the next block of data in RAM is moved into cache. What makes AMD's Ryzen 7 7800X3D so special is it has 96MB of Level 3 Cache, where as the standard Ryzen 7000 series has 32MB of cache per CPU die, Ryzen 5000 (standard) has 16MB of cache per CPU die, and Intel's 13th and 14th Gen Core i9 series only has 36MB total cache. There is another step to explain to why that 96MB of Cache for Ryzen 7 5800X3D and Ryzen 7 7800X3D is a nice figure. Game engines have to be built to target at least 60FPS with minimum CPU specs. If the CPU can't complete 60 full loop game engine updates per second, there is no way to make the GPU run at a real 60 FPS. The safest minimum spec for RAM specs is the default DDR4 or DDR5 bandwidth. Default DDR4 is 1 channel of DDR4 at 2133 MHz (MT/s), which provides 17GB/sec of bandwidth between the RAM and everything in the system. The CPU doesn't need to see the graphical and audio data for the game engine, just the minimum amount of data to process game physics and mechanics, which is mostly position and state data, along with the executable code. But because of the constant updating to make the game play in "real time", you need to in the very least load the engine and physics data 60 times per second, once per loop, into cache(but also write back to RAM as well). With the worst system having 17GB/sec, this grants 283.33 MB of data transfer from RAM per frame time. The worst PC will have to share this with Windows, drivers, common background tasks, and also consider read AND write. If the system runs optimally, the game engine should get by with the data read and written back once to/from cache. So half it for read and write, and you have 141.67 MB of data. Again, share with the OS, drivers, and such, and you are dropping size of the game's game engine that manages the physics, NPC AI, User I/O, network communications for multiplayer, and such well below the Ryzen 7 5800X3D and Ryzen 7 7800X3D's 96MB of level 3 cache. Overall, the common game engine built around hitting 60 FPS with worst DDR4 specs should have the core game engine and physics/mechanics data fit inside that 96MB of Level 3 cache in the Ryzen 7 5800X3D and Ryzen 7 7800X3D. This means the CPU is barely losing processing time for the game you are playing due to swapping data between L3 Cache and RAM. The game is open to run as fast as the CPU can process. As for a game engine built on DDR5 default specs, that is a base of 38400 MB/sec, which is 2.25 times the bandwidth of DDR4 default specs. Also, the "sweet spot" point for DDR4 is 3200MHz (MT/s) and dual channel, which is roughly 3 times the bandwidth of DDR4 worst default spec, granting a lot of room to get those games moving at much higher frame rates on more optimal PCs. And for further reference, DDR5 6000MHz dual channel is 5.65 times that DDR4 worst default spec.

It's better but it's situational. What makes it better is the 3d v-cache. It has more on chip storage for instructions. And the reason it's better for gaming than the Ryzen 9 you mentioned is because not all cores on the 9 have access to the additional cache. where as on the Ryzen 7 7800x3d all 8 cores can use the full cache.
