So the HYSA Rate is 4.35% but they offer CD's that are currently showing a max of 4%. So there's not point in investing in the CD if you have a HYSA since the HYSA rate is higher, right?

Typically the rate on a CD is locked for the term of the CD. HYSAs vary with each Fed action. So if they cut one more time and HYSAs are down to 3.5% the CD would still be 4%. That’s the catch, positively or negatively, with CDs.

At this moment, yes. But, lets say they drop rates drastically over the next 6 months, but you've locked in 2 years at 4% then the CD may be better. The CD rate is guaranteed for whatever period of time. The HYSA can change at any moment.
