Yes, you can create an iCloud.com email address even if you originally created your Apple ID using a Gmail address and a Windows PC. Here's how: Go to iCloud.com/mail and sign in with your Apple ID (which is your Gmail address). If you see a "Create Email Address" option, click on it and follow the on-screen instructions to create your iCloud.com email address.
