Woke up this morning to someone in china attempting to log into my Apple ID. I changed the password and signed back in. Since then i have had a notification in settings to 'Update Apple ID Settings' when going into this it says 'Some account services require you to sign in again' when i press continue and enter my password after submitting it greys out all buttons and doesn't log me in. password prompt stays on screen but i cant do anything at all unless i end settings. I have tried restarting the phone but nothing seems to fix this issue.

Side note - Apple really needs a live chat its 2018 no one wants to do things over the phone.
So we seem to be plagued with many issues with iphone Apple ID’s lately, everytime you open settings there is a prompt to Update Apple ID Settings and when you tap to continue and enter the correct Apple ID password it just stays spinning on “Updating Apple ID settings…”.
I’ve identified a few issues that can cause this like a missing billing or shipping address and I’ve tried signing out and back in and that sometimes fixes it temporarily but it seems to be Apple ID account related. I’m managing about 75 iPhones + 30 iPads and this seems to be a constant headache so any advice would be appreciated.
