Declined Apple Pay transactions on a new card I’ve never used
The card details were stolen either through a ghost tap (if you used Apple Pay recently) or a BIN attack. There's very little, if anything, you can do about both types of attack especially the latter bar be vigilant and flag suspicious transactions: banking insitutions are well aware of these problems and will promptly issue refunds and new cards. In your case it seems that since no real damage was done there was no interest on the other side: it may be worth to just cancel the affected card and use a virtual child card with a custom spending limit instead. I was banned from Apple Pay Cash for life... until the Feds stepped in.
As others have pointed out, this is an AML issue (Anti-Money Laundering), not an Apple issue, and whatever your transactions were, they would've triggered the same action and lack of information given as to why with any other service/card. I'm surprised that Apple still allowed you access to your funds, and it's also encouraging that Apple re-activated everything so swiftly as well as offering you the $20. I've had accounts completely frozen with no access to anything and not even so much as an apology with other institutions. BTW: The AML triggering can be extremely complex, finding out what you may have done may be next to impossible if it's not something obvious, especially if it's transactions with a 2nd party that's the problem. Today I received repeated declined Apple Pay transaction alerts on a card I’ve never used anywhere. The card is brand new with no balance, and the only thing I’ve done is add it to Apple Wallet right after creating the bank account.

I haven’t given permission for the card to be added to another device, and when I checked my Apple ID, the only device showing was mine. I also contacted the bank, but they didn’t give me a clear answer and seemed to be reading a script.

I can’t figure out how this could happen. Has anyone experienced something similar or know what might be going on?
