The only thing a recovery contact can provide is a code to help you get back into your account. When the wait period is over, Apple sends you a text or automated phone call with instructions to regain access to your account. Follow the instructions to immediately regain access to your Apple ID.” In your scenario, I don’t know how a thief could do the recovery process without you knowing. In your scenario you still have all your Apple devices.

Use a trusted device to update the trusted number, if available. On iPhone/iPad/iPod Touch: Settings > name at top > Password & Security > Edit beside Trusted Phone Numbers No trusted device? You’ll need to initiate Account Recovery: https://iforgot.apple.com Enter the Apple ID and trusted number (part of the verification, if you don’t know it you cannot continue) It will ask for the code sent to that number, select “Didn’t get code” > “Use a different number” (the exact wording may vary) https://support.apple.com/en-us/HT204921 Heads up: There’s an initial 24hr review process, there will be additional waiting time. Once your entire waiting period has ended, go to https://iforgot.apple.com to see the instructions to update your trusted number. Do not rely solely on the text/call ETA: The window of opportunity is severely limited. Word is you have anywhere from 3-5hrs to follow the instructions to update your trusted number once the entire waiting period has ended. If you miss that window, you’ll have to start over. Support cannot bypass the process or shorten the waiting period.
