I keep trying to log in to Apple TV on my PC using Chrome/Firefox/Windows Store App, i've tried them all because of this issue, but i am unable to sign in at all.
I know I'm using the correct login details when using the password method, and it also doesn't work when I use the QR passkey code with my p[hone.
No error message appears, it shows it's loading for a second or two, the login box disappears for a few seconds as if i have signed in, and then it reappears again prompting me to sign in, and just does this repeatedly. I can access using my iPad or phone, but nothing else.
Has anyone else had this problem or know any fixes maybe?

Apple has fairly amazing customer support. You really need to bring a question like this to them.

Had the same problem for the last few days. I turned off AdBlockPro for the tv.apple.com site, cleared out local storage and cookies from the devtools Application tab, hard refresh with "Disable Cache" checked in the Network tab, and the login finally worked. Not sure which piece did the trick, but maybe it'll work for you.

I went through all the settings and compared them and the only difference is that the TV that wouldn’t sign in didn’t have a location. Once I updated it Apple TV logged in. ... After the TV restarted I was able to Login with remote on the Apple TV app and was prompted with a Two factor authentication, hope this helps

Talked to Apple Support on phone and they could offer no other solution. It works on my analog TV with Roku and iPad but will not rectify problem on Samsung Smart Tv with top level Roku device. Just get the rotating waiting wheel on a gray screen when I hit the app’s login button.
