It sounds non-standard but makes some sense. The OED doesn't have that pronunciation, but it has the even-wronger-to-my-ears soft [ch] pronunciation under American use. For the penultimate stress, this blog post from over a decade ago features discussion of the usage, including comments attesting to having used or heard "pe-LA-go" rather than "PEL-uh-go." It would be interesting to study how widespread that pronunciation is, and whether it is affected by words (e.g., virago, imago) or names (e.g., Iago, Mar-a-Lago) that feature the /a/ rather than the unstressed /ə/. I’ve grown up and I say it as: arch-i-pel-ahgo I’ve heard: ark-e-pel-ahgo and ark-e-pel-ago and arch-e-pel-ago
These are VERY rough spellings of the way I’ve heard it pronounced or how i pronounce it. I know it’s Greek and Latin at its roots.

Just heard it pronounced: ark-a-pe-LA-go instead of ark-a-PEL-ago. I heard it that way months ago on local news, but this was on the mid-day national feed regarding New Caledonia.
