They are for adding your own custom circuits to a permanent pcb for projects. Once you have a project working on a breadboard that you want to keep permanently you can transfer the components and wires to a prototype board such as this one and solder everything down so that the connections are more solid and the project can be more stable and last longer without worrying about things like wires coming loose etc...
