Day 1: I got the error code stuck at 94 so I decided to power off the pc again, and then turn off the power and then turn it back on, and then power up the machine and it seemed to fix the issue overall of having a blank screen on startup.
Day 2: I was more worried during this day since instead of getting 94 or anything I got 00 and thought my 9800x3d died or was killed but, tried to reset cmos and did nothing. Then I booted up my old pc, got the newest bios of 3.50, and updated my pc, and it seemed to boot up perfectly fine afterwards.
Day 3: Again this morning I got the error code of 94 and luckily not 00 like the previous day. I ended up shutting off my pc again after it was blank, did a reset cmos, and this time it booted up luckily first try without any issues.
Overall I am quite considered over what is happening. I have heard multiple solutions such as;

Go into bios and make sure the pcie slot 1 instead of auto it is on gen 4 or whatever nvme I am using, same with the other pcie slot that is in use.

Try reseating the ram and the gpu to see if that fixes the issue of it happening or unplugging and replunging in the gpu cable as well. But, I heard constantly replugging the 4090 atx 3.0 cable is really bad for it, so I would rather not do that too much.

People have said to clear cmos and luckily this has been helping me so far overall throughout the past few days of booting up the pc.
At first I thought this was a 9800x3d issue and my cpu dying and I am still not sure if that is the case or there is something else entirely wrong with my pc or maybe some corrupted files or if it is just in the bios with the pcie thing being set to automatic. I got no idea what to do and if I should be more concerned or worried about what is happening now. I have had the 9800x3d installed and running since around FEBURARY incase people are curious, before then I had issues with my first x870e taichi board since it came in damaged since the delivery driver just threw it on my porch and luckily the second one came in perfect condition with no scratches etc so that's why it took awhile since the 9800x3d I have is the first batch from November.
I am not going to RMA the cpu yet if so far it is working or if there are other solutions but, I was curious what would be some good things to try out to see if it would fix it. I don't have spare 7000 or 9000 series processors, my old pc is an am4 build so.
EDIT: Before anyone asks, I have a cl 28 6000mhz ram stick 32gb kit from gskill the royal trident series. I have only ever used EXPO and have never done any PBO or undervolting or anything else. I have just used EXPO, since when I build the pc I was scared about the 9800x3d's dying etc.

Pc been working fine for ages but now doesn't boot. Unable to get to BIOS or show anything on monitor. asrock phantom gaming b550 velocita am4
All fans are spinning like normal on boot and motherboard is lit up with its usual LEDs
Debug codes cycle every second: F3, 15, 43 94
Dunno where to start with this one. Cleared CMOS

I've been fighting BSOD, and a constantly-returning Q-code 94 (PCI bus enumeration) on my new build, for 3 days.
Crosshair VIII Hero, AMD 3400G cpu, AMD RX 5500 XT GPU, 2 x G.SKILL Ripjaws V Series 32GB (2 x 16GB) 288-Pin DDR4 SDRAM DDR4 4000, and two Sabrent Rocket PCIe M.2 sticks.
I tried 3 different video cards, three different monitors, BIOS from 1302 to 2404, swapping DRAM, and GPU in 2 of 3 slots.
It turns out that one of the Sabrent Rockets was flaky.

The mildly annoying issue is that I get a hang on POST code 92 every time I turn it on (I have the POST screen turned on so it's shown on screen). Most of the time it sits there for less than 1 second and moves on. When this happens, I only get the normal 1 short mobo speaker beep (yes I installed the mobo speaker).
On rare occasions only, it completely hangs on POST code 92, and it also gives out 1 long mobo speaker beep.
Now according to the ASRock documentation, this is a GPU issue https://www.asrock.com/support/index.asp?cat=Debug:
The graphics card or iGPU could not be recognized. Please clear CMOS and try re-installing the graphics card. If the problem still exists, please try installing the graphics card in other slots or try other graphics cards.
But, I've tried checking PCI-e and power connections and they're both fine. The card and the entire rest of the PC also works splendid otherwise. I also tried plugging in a different end of the power connector from the PSU.
I did not update the BIOS on the mobo because the version I currently have supported my CPU out of the box. I could fetch the version if that's relevant. I didn't update because even though I know how to, I'm scared shitless of doing it because I don't have any sort of backup power in my house and I have no idea if there will be an outage or not (they're quite frequent in my area) and on top, I'm also kind of an idiot, even though I know a lot about PC's.

Seems to boot up fine using onboard video via HDMI, but when I plug in the 4770, it results in a blank screen and gets stuck at code 94: PCI Bus Enumeration.
Whats the cause of this? My video card was working fine in my old build 2 months ago but hasn't been powered on until now.
I installed another m.2 SSD into my System (Samsung 980 Pro 2TB) and my PC won't post stuck with the Error Code 94. Weirdly I plugged the SSD into an USB-C adapter and it works fine from there. After that I tried cleaning it with Diskpart, Format it to NTFS, GPT Partitioning, Windows tells me it is working fine in the adapter. But as soon as I install it directly into my Motherboard, Error 94.

I have not the slightest clue and it drives me mad, please help. I mean, even if it would be formatted wrong, the BIOS should still show up. I even reseated the Graphics Card to another place and interchanged the SSDs themselves in others places. It doesn't make any sense to me, that it works via Adapter and not internally. I couldn't test it on another PC so far sadly.
Important to note: As soon as the new SSD is out, it boots normally from the first.

Just got a replacement motherboard from RMA.
As the title says infinite post loop, errors are 98 and Ed.
Steps tried: clear CMOS. Single ram stick in different slots. Different cables (on one perticular cpu cable the system wasn't even turning on. Replaced it to get to this stage.
Cpu did get hot. GPU fan did turn.
Manual says: 98 is dxe con in connect which googling hasn't helped.
Saw on a forum that 98 means mouse and keyboard so tried two mice and two keyboards.
Ed isn't mentioned in the manual.
Found ED on level 1 tech forums to say " ED - Reserved for future AMI error codes 31 "
On asrock's web page says " 92 - 99 Problem related to PCI-E devices. Please re-install PCI-E devices or try installing them in other slots. If the problem still exists, please remove all PCI-E devices or try using another VGA card. "
I removed the graphics card and still getting the same error. Second x16 slot, same error.
SSD i moved from the top slot to the second slot and once tried without it plugged in. Still fluctuating between 98 and ed.
Removed the cmos battery and held down power button. Put it back in and still the same on trying to start the system.
I'm not sure what else to try. If anyone has ideas, please do let me know.
