Have you tried performing a clear CMOS? Code 00 is basically before the mobo starts testing the CPU in the first place. Does this happen only in Windows? Asus Q-code 00 help
So my GPU died in early 2021 and due to the prices I wasn’t able to get a new one. I got a 3080 recently as the prices have cooled down. I also got a new cpu cooler(Noctua D15). My cpu is the i9-9900k and my mobo is ASUS MAXIMUS hero XI (wifi).
After I installed the GPU and cooler the pc booted with q-code 00. Later, it booted successfully for the first time in like over a year. Then it crashed again with the code 00. Now when I try to turn it on it will either boot successfully for like 10 minutes then shut down again, or just not POST at all. Also the fans don’t turn on when the error is there.
I did research and apparently it is either a dead cpu or a dead mobo, but I really don’t want to get a new cpu or mobo and I don’t have any spare parts. I reseated the ram and tried various configurations, so it isn’t the ram. I also reseated the cpu and cooler, to no avail. If anyone has any advice please let me know. Thanks!

This is probs to late for you but for anyone else make sure that the CPU power cable is in all of the way and if it isn’t that could be the cause

This may be a stupid/simple question to ask, but did you ground yourself? Because about a month ago I was messing with system to switch my PSU, but kinda forgot/lost myself to ground myself and so I kinda shocked my board. So I went back to the place it was built and fixed it. I remember my builder was talking something about draining the capacitors on the mobo by plugging in their 4 pin power connector next to the 8 pin CPU power connector then unplug it and disable it after it was done. That connector is unnecessary unless you need more voltage for OC, but it may be the cause. If everything is the same parts from your old case, this might be your cause. I'm not saying it IS, but it's just a possibility. So that was my experience with the x99 boards, I did not know there was an extra 4 pin power connector to begin with, so I had to get a new PSU. I have no clue how he drained them though, so I can't help you with that part, maybe Google it something if this is your case. I hope this helps at least a little :)

do you have a known good working spare PSU?
If a modular PSU have the cables been connected correctly at PSU end?
I am supprised you are able to flash the bios or know that it suceeded without any display
Problem more likely to be motherboard than CPU
A lower power PSU may work if the graphics card not plugged in
a few more thoughts
check cmos clear jumper is in correct location (read the user guide/manual)
check cpu and RAM is on supported list at Asus web site

December 29, 2015 - Q Code 00 is not used. It will most likely by D0 which is "CPU Initialisation Error". Can be caused by faulty power delivery from Caps etc. Try either dropping your OC slightly or increasing the Vcore to see if the problem persists.

I have a couple of similar ASUS boards up and have had issues with this kit. I'll be digging into it more this week. Our testing is focused elsewhere, but I'll look at that kit a bit more and see what I can figure out. In our case the board wouldn't POST until discharged the system. Then it did train and POST, however we encountered stability issues. It sounds like you're encountering a cold boot issue. Are you stable when it does boot?
I don't have the board in front of me, but try this. There's a setting I believe is called MCR. Used to be called MRC on DDR4 boards. Its purpose it to speed up your boot and wake times by not training every time. Disable this, let the board retrain every time you start it up. Lets see if that has any impact first. I'll get more information this week.

When I can get windows to boot, the system is 100% trouble free. I am terrified to reboot, but I recently turned off "fast boot" based on something I read on another forum. It didn't improve anything once disabled. Here goes nothing with the "MCR "setting if I can located that. If you see another reply, it must have worked.
