This past week I had a leak at the Cpu block. So I quickly turned off and unplugged the system, I took out the 3090 to dry it and I also dried the motherboard. I waited 48 hours and then slotted in my 1650 to test it. But when I turned on the PC it did memory training like it always does the fans and pump work. But the post code said 28, I know that means a driver issue but it can't be. I have no signal on either of my two monitors, now I have cleared Cmos multiple times. I can't get into the Bios, this is very weird. The specs are as follows I7 12700KF, Asus ROG Maximus Z690 Hero, Trident Z 2x 16gb ddr 5 ram, 1000rmx Corsair psu, Asus Rtx 3090 Strix. Team group 1TbNvme, Intel 2TbNvme I can't find anything online to solve this issue, After that leak it boots but no signal. And I recently just got this new GPU. What do you think I should do, I'm at a lost. BTW the Cpu was running around 35c idle and 65c for workloads.
I think I screwed up. I added 32Gb of RAM to my ASUS ROG Maximus Z690. It was same brand, speed, and size as what was installed (Gskill, although apparently different manufacturer). Memtest86+ showed a lot of errors when I had all 4 and Was supposed to be 4800MHz, but was showing only 4000MHz. I went into BIOS and changed it from Auto to 4800, and now it will not POST. I reset CMOS with the button and by removing the battery, and I have reduced to 1 stick of RAM and removed the graphics card but no POST. Did I kill my motherboard? Is there anything else I can try?
I tried all of your suggestions with no success.

There seems to be a conflict.
