All ram has to be overclocked to hit the speed on the box, unless it runs at the base speed for that type of ram(I think ddr4 is 2133 or something like that). The speed on the box is simply what it’s rated for. Basically you should be able to get at least what the box says. In general for a 5000 series cpu and matching motherboard, any ddr4 will work. I think you don’t really want to go any higher than 3800mhz but no lower than 3000mhz and the lower you can get the latency the better. 3600 cl16 is respectable IMO finally, the more sticks you have the less stable the system tends to be. This probably varies from one motherboard to another but a 2x8gb kit is better than 4x4gb both in terms of stability and expandability. More on reddit.com

Try to rule out the CPU/IMC by lowering the DDR Frequency and Infinity fabric clock to 3400/1700 respectively. I have this issue at IF clocks of 3800 or higher because my 5900x has a crappy IMC. I've never heard of one not being able to do 3600, however.

Thanks to @butt_yodel for pointing me in the right direction!
Setting FCLK Frequency to 1700MHz allowed me to run the memories at DDR4-3466MHz.
On Reddit I saw the comment Fclk = half memory speed.

Since I tried to run DDR4-3600MHz I had to set FCLK Frequency to 1800MHz.
After doing this the computer booted fine!
