Activity depends on the region, I believe N. Virginia being the most active region. Since, it looks like you're not in the active region, I would not count the chance that you are able to sell these RIs. Just looked at the bottom cost difference between Standard vs convertible RI, and pick the most cost efficient RI. More on reddit.com

Hey hey.
Things have changed over time. It is possible to sell RI's for EC2. But there are some
conditions before selling them. First of all, 1year or 3years RI contract does not matter,
but you have to know if the RI you purchased is a standard RI or a convertible RI.
If the RI is standard RI, it is possible to sell it at 'AWS Marketplace' but if it's convertible RI, it's
not possible to sell it at AWS Marketplace.
Furthermore, OS is only changable for Savings Plan and RI's do not support changing OS.
For Instance, if 2 SUSE, 3 Windows and 1 linux RI's are all standard RI, then you are eligible to
sell those RI for the remaining contract period.
