If the title is under an electronic title in your name you can request for the state to print it and mail it to you. I would try a tag office instead of AZ MVD they'll be able to get you in the right direction. If you want to speak directly with AZ MVD they actually have a live DMV chat on their website and the reps are usually pretty helpful. More on reddit.com

Possessing a car is not the same as owning a car, your sister needs to transfer ownership of the car to you before you can sell it otherwise that is title jumping. According to this page you can do that online and it literally says "If a paper title is needed, for reasons such as moving out of state, you can use the Title Replacement service on AZ MVD Now. The fee is $4." Has she just forgotten her login information? Or didn't set up an account before leaving AZ? If it's the latter she'll need to go to the AZ MVD in person to do this. I'm a 17 year old male, (who lives in Arizona/AZ), and I just got my permit today. Sometime around October, I took the online permit test on the DMV/ADOT website, and I was told that I had to wait 6 months before obtaining my permit. More on reddit.com
