I don't think so. Can you ask the agency if they can set it up to direct deposit instead? Not really possible to pay rent or mortgage with a debit card in most cases. If you have a PIN then you can go to any ATM and check the balance.

I don't know what banks still do that but you used to be able to do a "cash advance" from a Visa or Mastercard. Since it's a debit card there won't be all the fees and interest you get charged on a credit card.
