What am I missing? The type 27 guard won't stay in place. I have a feeling that I am missing something to put on the bottom to lift the guard a bit so it can rotate or so rhat it can be secured with the nuts included.

You need to line up the arrow of the guard with the arrow of the grinder. Roughly speaking, spin the guard 180deg. Then all the keyways will line up and you push down. Then rotate clockwise until it clicks. Be careful not to rotate too far or the lever gets somewhat jammed between the grinder head and body.
