I am a video editor and I want to use Intel Quick Sync, and the higher number of cores and threads significantly speeds up the process. So, I'm wondering if I should buy an AMD CPU or not. I know the 15th generation Intel CPU will be released around October, but I don't think I can wait. By the way, I plan to get a 4070 Ti as my GPU. Please advise!

I am looking to upgrade to a new system dedicated to video editing, and would love to do serious gaming on the side too, I am looking at the very minimum a 5070 paired with 32GB of ram, might snag 64 if I can find a reasonable deal somewhere.
What would a great CPU be to accompany this?

Please answer this question keeping in mind that I would do complex video editing in premiere pro. I would mostly edit motion graphics template files (mogrt) in premiere pro and I would do no gaming.
