Dell refurbished is fine. Just beware "seller refurbished" which can be a lot more variable.
You can certainly find something matching your specs in your price range, but I'd make the suggestion that what you really want is an SSD. That simple choice makes a marked improvement in responsiveness for most users. Also if you can go for dell's business line (latitude) you should as it has a number of things that make it better able to handle wear and tear.

I bought my refurbished Dell Latitude on eBay a year ago and it’s been great, honestly better than I expected for the price. I was also checking Dell’s refurb site, but eBay had the same stuff for cheaper. Just make sure the seller has good reviews and there's a decent return policy. It's been a while since I've owned a Latitude laptop, but as memory serves they are robust machines. Too robust for me. I prefer the XPS line.
