I am not the best resource on this, but I'll put in my two cents. Online interactive battlemap: Roll20. I feel that between the various layering options, journal entries, movable/editable tokens, aura display options, token stat/health display options, fog of war, and dynamic lighting (albeit a bit buggy), the Roll 20 map making tool is highly underrated. Unfortunately, if you plan to put in the time for creating the highest quality maps, you will want at least the basic subscription ($5/mo), because the free version allows only 100MB in asset uploads and it's just not enough. Offline map, any scale: AutoRealm At the time I was designing that campaign, I didn't have the time or desire to learn a fancy new tool, I was essentially looking for an MS Paint with more options and AutoRealm fit the bill. It's free, its a bit clunky (I'm not sure if there have been updates within the last year), but it's super easy to use. Honorable Mention: Inkarnate I've played around with it, but haven't actually used it for a game. The free version feels fairly limiting, but the UI and map quality is pretty good. I've been updating BattleMapp for a couple of months now and although similar to other virtual tabletops out there, it's a bit different because it's free and works straight in your browser.

I describe it as a "sketching tool" for those GM's that want a quick and dirty way to get a game going online. As you can see, it is very simple, quick and easy to make a pretty cool map for your players to get lost in.

Disclaimer: It's early days and 95% of the tokens are free, but there's Patreon-supporter rewards for extra tokens if they feel like supporting the development of the project. You don't need to be a supporter to use the tool, though.

dungeon scrawl - free, good for making classic dungeon maps. can import dungeon maps from donjon's random dungeon generator.

inkarnate - free & paid, great for world/area maps & good for battle maps. the free version has very limited options, but it's a decently cheap subscription (5$ per month or 25$ a year).

dungeondraft / wonderdraft - paid, dungeondraft is for battle maps & wonderdraft is for world maps. they both seem pretty good & have been recommended to me by a friend before. DD is 20$, WD is 30$, one time fee.

dungeon alchemist - paid, an AI driven map maker tool? it had some hype around it when it came out recently. seems neat, but is the most expensive at a 40$ one time fee.
