Since shattering of a 15,000 RPM disc is on the menu, wear safety glasses and other appropriate PPE.

Hi, I’ve got some very hard tool steel. Rockwell HRC 62 to be specific. I need to bore holes through 1-3 mm thick sheets of this material to a diameter of about 3 mm. The holes don’t need to be perfect, I could tap a hole with a smaller bit and then widen it out to about 4 mm from the inside.
Can anyone recommend a product link or number/name for a bit that would do the job? I think I’ve got a dremel 3000 with the 1/8 inch connection for what that’s worth.

Making knifes? I probably wouldn't use a dremel for that, just grab some cobolt drill bits, and use a regular drill (or drill press). Don't let them get too hot. Use cutting oil, (or even just WD40 will do in a pinch.)

Hand reamer or very fine tooth file might also benefit you. Power tool the hole and fit with hand tools.

What you want to use are cutting wheels or grinding disks similar to the ones shown below. They have always worked great for me. They wear down faster than the heavier ones but they're thinner so they cut faster. They do break a little easier than the heavier one too.
