Short kid on a trike, dog, cat, anything shorter than that plant, really...nope, no thank you. I want short plants in that spot, not a spreading 9' wall. Pampas is right up there with Eucalyptus in terms of "plants that actually like to self-immolate", particularly in hot and dry climates. It is an itchy stabby unpleasant grass to touch.

My backyard butts up to an alleyway with a chain link fence. I can’t afford to replace the fence, so I’d like to plant a row of native tall grasses by the fence to add some privacy and beauty to my yard. I live in Colorado, USA (zone 5b) and my backyard gets full sun.
I am looking for a tall grass that would act as a privacy screen (at least 5’ tall), can withstand heavy snows, is drought-tolerant, and is relatively easy to care for. I’m torn between Big Bluestem and Switchgrass — both are native, drought-tolerant grasses that seem to get pretty tall. Do you have advice on which grass would be better? And, do you have advice on which variant of either grass is better?

Big bluestem can be really open and floppy. I would go with switchgrass. If you want more control, the cultivars available can meet specific goals for height/color/structure with very consistent performance. Northwinds is tall, narrow and upright, but can be too tall. Shenandoah is reddish, also upright but a few feet shorter.

If you want real privacy, plant zebra grass. Mine used to get 14 ft, tall and wide and completely covered the back yard from the street (I had a row of 6). Just make sure you'll never want to move them, because it will take either a backhoe or a crap ton of digging and a machete. They stand up to anything. Also, it's best to cut them back in the fall, but they'll grow right back in the spring to the same height or even bigger.
