Hold the shift key down when selecting shutdown from the start menu, you should be able to enter the bios upon power up.
Windows 10 won't affect how to get to the BIOS. Typically, depending on the machine variant, the keys to enter BIOS could be Esc, F1, F2, Del, or really any other key but they're the most common.
Try those keys, literally tapping them every 0.5 secs from the moment the machine is powered on. If not, and your machine uses the newer UEFI style, you can try and restart straight into it from Windows 10. Do this by:
- Go to the start menu
- Click Power
- Hold the SHIFT key
- Click Restart
- Wait until the advanced options show
- Click Troubleshoot
- Click Advanced Options
- Click UEFI Firmware Settings
- Click Restart
These steps only work with the newer UEFI instead of a traditional BIOS.

- Hold down Shift and turn off the system - do not let up until it is all the way off.
- Wait a minute or two.
- Hold down the Bios entry key (such as F2) and power on the system.

Power down the machine, unplug it, wait 10 minutes.
Reconnect it then boot the machine again then use the command for loading your BIOS.

If these fail then the next option is to Update the BIOS/UEFI firmware from the PC maker's Support Downloads web page to see if that forces it to work, and if not reset the CMOS as shown here:

When you startup and it gets to the computer makers logo there is usually an indication of how to get to the BIOS. Many times this is shown and there is not enough time to react so you need to shut down and restart since some need to be acted on when the logo comes on.
