The image in the BG is actually held in the header. Goto Layout Tab->Arrange->selection pane You will see a group greyed out. Dead giveaway that somethings in the header. Dbl click in the header area and they will become active. If you go back into your document, add a section break and you can have different headers. If you goto the first page of section 2, dbl click the header area. (The header area will also show you what section you are in.) Go to the header and footer tab->navigation->link to previous This will disconnect the section you're in from the one above it. So now if you select the items in the background on the second section header and delete them, you can keep the bubbles on the first page. Now from this point on in this section if you create a new blank page it will not have the graphic in the header. (The circles)

You don't have to create another section. There's an option called "different first page" in the header/footer settings.
