I've had mine a long time but when I first got it, I purchased mine from Walmart. You may also be able to try pharmacies like Walgreens and CVS or dollar stores like Family Dollar and Dollar General. Looks like Walmart has begun the unwinding of the relationship with Bluebird, I assume to start to push those users toward One. Just got this email.
I originally picked up this card to use as a "free" cash transfer method for a family member. I could load cash on it at Walmart for free and they could use the card or withdraw at MoneyPass ATMs or Walmart for free, instantly.
Interesting that Bluebird/Amex/InComm Payments ended up with Family Dollar as a partner in place of Walmart.

I don't even see Bluebird cards on Walmart's website anymore so I think they're officially done with the partnership. Looks to me like they're ultimate goal is to use ONE to replace the Greendot backed Walmart Money accounts they've had since 2014. It's essentially the same service, but ONE has a better interface. AMEX launched their own checking accounts last year, so I'm not sure how long their Bluebird will be around. I'm guessing Bluebird will drop that card at some point and focus on it's bank accounts.

October 26, 2012 - I didn't initiate ringing up a purchase, but the sales person opened a Bluebird box and told me it would appear to work just like the reloadable prepaid Visa card he uses himself, which includes being asked for your social security number at the time you register it, at bluebird.com or by phone, so not when making the purchase at the store, unlike Target. It was unclear from the sales people whether you could use a regular credit card at Walmart to purchase a $100 Amex gift card, but when I tried it, it actually worked.
