For C++ you need a compiler. There are several that are free. And several that costs money. If you use Windows then the Microsoft Visual Studio community version is a good start. If you're using windows I've written a guide on how to set up MinGW/GCC for my students There's no need to download an IDE; you can use whatever text editor you prefer.
