I am buying a used car from a local transportation company in California. With zero experience of buying a used car, I paid the full amount to the company upfront. I got the car and the bill of sale, but without the title. The company said they just paid off the loan and will mail me the title once they have it. A few days later, I got message from the company rep that the bank is processing the title through the California DMV's electronic title system. The company gave me a signed REG 227 "APPLICATION FOR DUPLICATE OR TRANSFER OF TITLE".
I submitted all forms to DMV and 2 weeks later I received the response that "A lien satisfied is required from XYZ bank NA was not in paperwork".
I went to an AAA DMV partner office and was told that a notarized REG 166 is needed. However, the form REG 166 says "This form cannot be used for a vehicle with paperless title ...".
Can someone help me understand what the exact paperwork is "A lien satisfied is required from XYZ bank NA" when the car is using paperless title?

I paid off my auto loan in March. I confirmed with the lender that they had removed the lien and gotten confirmation from the state. I don't have any plans to get rid of my car anytime soon, so does the CA DMV just hold the title until I need to transfer it? Or do I need to request they mail it to me. I'm not really clear on how the CA Title system works and having trouble figuring it out.
Hi all. I live in Michigan and I'm buying a California titled car from a couple that just moved to Michigan. I'm trying to help them figure out the process of transferring the title to Michigan so I can purchase it. Their California title is electronic, and all Michigan titles are paper. The Michigan DMV is (according to them) unable to get the electronic California title. I think they need a paper one. When you look in the Michigan SoS website you see the following:
To convert an out-of-state title to a Michigan title, you will need to present your out-of-state title, proof of Michigan no-fault insurance and proof of identity at a Secretary of State branch office. If more than one vehicle owner is named on the out-of-state title, all owners must appear at the branch office when the application for a Michigan title is made. An appointment-of-agent form must be presented if one of the owners cannot attend. This will allow the other owner to sign on behalf of the absent person.
So they need to present the title, and then they can transfer it. Is it possible to get a paper title from California? Can you view the electronic one online somewhere?
