Sent two tax returns to California via certified mail and they never made it to adjacent county, been over a week of no movement. At this point I'm going to send them again, but is there a better way to do it than certified mail? Will California FTB except any other trackable forms of delivery?

You can send it via FedEx Express or UPS Air. Since neither of these deliver to PO Boxes, use this address: Franchise Tax Board 9646 Butterfield Way Sacramento, CA 95827 You can do that and the FTB will accept your return. But I think you are being unreasonable panicking after just one week.

Like you, I also mailed my certified CA FTB & Federal return at the same time. FTB remains in the wind, with no delivered scan. The PO Box clerks at West Sacramento PO are not doing their job correctly. This is in part due to the change in policy re: accountable mail. You are definitely entitled to a refund for services not rendered after 30 days from date of mailing.

It's my first time having to file taxes. I have already e-filed my federal tax with the IRS website, and have now chosen to file my California State Income tax with FreeTaxUSA by mail. FreeTaxUSA says to mail to Franchise Tax Board, PO Box 942840 Sacramento, CA 94240-0001. However, I did more research and learned that if I am mailing with FedX, they wont be able to deliver to the PO box. Does this means I have to mail to another address? I looked up and this address was recommended for FedX: Franchise Tax Board, Sacramento, CA 95827-1500.

Is this correct?

I googled "California Franchise Tax Board mailing address". The first link is a page from the CFTB entitled "Mailing Addresses for Tax Returns and Payments".

At the bottom of that page it says:

Hi everyone, my paper-filed tax return was delivered on March 17 but ftb website still shows that return was not received. I tried contacting ftb through online chat and they told me that it should have been processed within 72 hours if they received it. Btw, USPS weirdly shows that my tax return is delivered to West Sacramento, CA 95799 although I sent it to Sacramento CA 94267-0001. Can anybody help me to understand what is going on here?

If USPS is showing it was delivered to the wrong place then you have your answer. You should contact them and ask where they sent it.
