In Windows11, Microsoft removed the old background apps setting page and now that is set individually for all apps and as you can see in your screenshot many apps do not have a setting to set them to run in the background or to stop them running in the backgrounds
What do you want to so with that app, are you trying to stop it running in the background?
Open Task Manager, then select the Startup Tab, does that app appear on that tab?

I appear to be missing the option that allows you to turn on background apps in windows 11.
I have gone to the Apps section of settings and clicked the 3 dots and clicked advanced options.
The background apps permissions section is completely missing.
After doing some googling I found a registry file on the microsoft answers website posted by a microsoft agent containing the following as a fix:
Windows Registry Editor Version 5.00 [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\BackgroundAccessApplications] "GlobalUserDisabled"=- [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Search] "BackgroundAppGlobalToggle"=-
I tried this and rebooted and it's still not showing up in advanced options. I don't know how to fix it at this point. So, I thought since help posts are allowed on Mondays I would see if anyone had a solution?
Windows 11 home edition build 21H2 (22000.675) btw.

In addition, desktop programs will not have the Background apps permissions settings like in the tutorial below. This is only for Microsoft Store apps. You'll have to check the settings of a desktop program to see if it may a setting for it instead.
