I have my business card sized at 3.5 inches by 2 inches which I have double checked and is sized correctly in canva. It prints smaller. I tried 100% scale on my printer and "none" and it still comes out too small by quite a bit. I have it on a pdf page. What am I doing wrong?

Totally new to this printing stuff, making some business cards and wanted to see if you all have any tips so that they come out in good quality.
I had one concern with the printing platform before because when I created the card on Canva everything was within the bleed lines, but then the next page when I clicked publish came up with a "danger zone" and wanted me to move things inside more. I went into the store and she wasn't too sure what I meant but said if it's within the bleed it's fine. Not sure if this is true?
Is it better to create it and screenshot it as an image and take it in?
Is there any paper you'd recommend that turns out best?
