Where did you see the converted amount in USD? If you’re paying a in another currency you should not see the converted amount unless it’s in your statement. If the vendor site showed you a price in USD, they’re the ones with the fees (and it’s mostly a higher conversion rate. More on reddit.com

Make sure you're paying in MXN and not USD at the point of sale, always pay using the local currency. If that's what you're doing and still getting charged 4.5% - then CAP one is ripping you off. More on reddit.com

The only fees I’ve ever seen mentioned for foreign exchange on Cap1 cards is the small markup that Visa and Mastercard add to the official rates. That’s not a Capital One fee. If you compare your rate at a foreign ATM or store to an official rate, you’ll find it’s nearly a 100% match. I’m not sure how a currency conversion works out to a cash advance, but it’s always a good idea to refuse the “dynamic conversion” option if it’s offered to you at a store. Do you want your purchase in USD instead of the local currency? No, you do not. More on reddit.com
