I always use ATMs associated with a bank to access local currencies when I travel. Not the ATMs at the airport, and not in some business or on the street. Depending where you are the ATM might be built into a bank's exterior wall or in an entry. Choose to be charged in the local currency, if given the option. Use a debit card and check before you go if it has foreign transaction fees. Charles Schwab and Cap1 have checking accounts that reimburse any ATM fees. More on reddit.com

Where did you see the converted amount in USD? If you’re paying a in another currency you should not see the converted amount unless it’s in your statement. If the vendor site showed you a price in USD, they’re the ones with the fees (and it’s mostly a higher conversion rate. More on reddit.com

The only fees I’ve ever seen mentioned for foreign exchange on Cap1 cards is the small markup that Visa and Mastercard add to the official rates. That’s not a Capital One fee. If you compare your rate at a foreign ATM or store to an official rate, you’ll find it’s nearly a 100% match. I’m not sure how a currency conversion works out to a cash advance, but it’s always a good idea to refuse the “dynamic conversion” option if it’s offered to you at a store. Do you want your purchase in USD instead of the local currency? No, you do not. More on reddit.com
