My wife and I are buying a new car here in Quebec and the dealership is offering us a tag that works as a tracking device for $399 one time fee, and something called replacement insurance for $24 monthly, and it will cover the car for 5 years. According to them, the replacement insurance will cover the full value of the car in case the car is declared total loss. What I understood was that my insurance company will devalue the original price of the car by the time of the accident so the replacement insurance will cover the rest and they will give me a brand new car.
Since this is the first time we buy a car in Quebec, I was wondering whether or not these upsales are worth it.

Replacement insurance is a fucking scam. If you want to waste you money, throw it somewhere else. There is almost no chance you will destroy your car to be a total loss, so why buy that? If that happen, just deal with it with your insurance money. The tag seem a bit over-the-top in my opinion, but that's up to you. I'm sure you can look at other places, maybe they sell this type of service for way cheaper. What i would recommend tho, is buying a good dash cam. That is very, very useful.

Replacement insurance is dumb when you think about it. So let's say you crash your 4 year old car now worth 15k, why should you get a 27k compensation (new car price)? You're paying a very high premium for the slim chance that you total your car and jumping straight back to a brand new car. The tracking thing isn't worth it either. There is in fact really no additional product you should be spending on when buying a car (aside from winter tires!). Everything they try to sell you after you've established the vehicle's sale price is in their advantage, not yours. These items have very high profit margins.
